Elliott is an infrastructure development finance professional with more than 20 years of experience in developing infrastructure projects for State-owned companies, national governments, and private sector developers across the African continent, as well as the management of regional and local infrastructure grant funds on behalf of the European Union, the German Government, and the SADC Secretariat.

This includes various roles as a Project Owner (on behalf of the government) managing the implementation of PPP concessions, as an Advisor with KPMG & Ernst & Young, where he advised public and private sector, in the development of feasibility studies for Public Private Partnership projects, as well as a role at the Development Bank of Southern Africa, where he was responsible for the development of bankable feasibility studies and business cases for large infrastructure projects, such as ports, railways, toll roads, pipelines, water treatment plants and various ICT projects.

Elliott holds a Master of Commerce degree, with specialization in Financial Management, from the University of Pretoria, as well as a Certificate in Project Finance from London Business School.
