Financial Sector Deepening Africa (FSD Africa) is seeking to pre-qualify firms and individual experts to support the delivery of technical assistance and expert advisory services to Debt Management Offices (DMOs) and National Treasuries across Africa. This forms part of FSD Africa’s enhanced offering under its 2025–2030 strategy, which prioritises sustainable public finance as a driver of resilient economic development.

In response to the growing challenge of debt sustainability in the region, FSD Africa aims to build a pool of pre-qualified experts with proven experience in sovereign debt advisory. Selected experts will partner with FSD Africa to deliver capacity enhancement and technical support to government institutions through training, mentoring, embedded advisory roles, and peer-learning forums.

We invite Expressions of Interest from individuals or firms with:

• Significant practical experience in public debt management or treasury functions

• Strong understanding of Africa’s macroeconomic landscape and sustainable finance

• Demonstrated expertise in liability management operations and sustainable debt strategies

• Strong global and regional networks within the debt management ecosystem
